Question: Does God love the hungry in Africa? Why or why not?

Answer: It depends on who you consider is hungry.

Souls feel hunger only due to false identification with the material body, which is caused by illusion rooted in our envy against God, ultimately Krishna.

Hunger is only a condition of the material body, which is in reality superficial to the living being, a.k.a. the spirit soul.

If the question means to ask whether God loves the material body of anyone, the answer is that God is uninterested.

However Krishna does love the soul, the real living being who is transcendental to the body. Souls cannot be hurt, but do enjoy and suffer the consequences of our selfish activities.

There’s no legitimate fault to find in God with that, so there’s no reason to think God doesn’t love anyone based on their suffering.

It’s arguable that the materially hopeless are better situated spiritually than the rich, as Queen Kuntī prayed to Krishna:

SB 1.8.26 — My Lord, Your Lordship can easily be approached, but only by those who are materially exhausted. One who is on the path of [material] progress, trying to improve himself with respectable parentage, great opulence, high education and bodily beauty, cannot approach You with sincere feeling.
